Інформуємо, що Посольство Сполучених Штатів Америки листом від 20.08.2004 повідомило Національний банк України про включення до переліку терористів Наступницької Ірландської Республіканської Армії (НІРА) згідно до Наказу Президента США 13224.

- On September 23, 2001, the President issued Executive Order 13224 on terrorist financing blocking the assets of individuals and entities named in the order. Among other things, the Order provided the authority to designate individuals or entities that have committed, or pose a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy or economy of the United States. The United States government designated Continuity Irish Republican Army (CIRA) under E.O. 13224 on December 31, 2001.

- The Secretary of State on July 13 amended the designation of CIRA under E.O. 13224 to include its aliases Continuity Army Council and Republican Sinn Fein. The Secretary also on July 13 designated CIRA and its aliases as a foreign terrorist organization (FTO) under the Immigration and Nationality Act. There is extensive publicly available information on the common identity of CIRA, Republican Si Fein, and Continuity Army Council.

- CIRA, originally formed as the clandestine armed wing of Republican Sinn Fein, has been active as a terrorist group since 1994. Since its inception CIRA has carried out terrorist bombings and shootings primarily in Belfast and the border areas of Northern Ireland. CIRA's terrorism seeks to thwart the peaceful resolution of the Northern Ireland conflict.

- We do not plan to submit to the UN 1267 Sanctions Committee these names for inclusion in the consolidated list of entities/individuals whose assets UN member states are obligated to freeze pursuant to UN Security Council Resolutions 1267 and 1390, as it does not appear based on available information that CIRA has links to the Taliban, Usama bin Laden, or al Qa'ida.
